How are the mods weighted in the rooms? I feel like I end up playing a lot of lenshu and rk but not a low of lowkido. Are they specially weighted or "random"?

Also another question but I think I know the answer - if you purchase the BP after a few days of playing does it unlock all the previous levels of the BP?
