Well I think the term 'hate crime' has come to mean 'racially motivated crime', and if a crime is racially motivated then it is usually premeditated and purposeful, which in the eyes of the law is more 'severe' than crime done in the heat of the moment. So I think it has just become a word that can be used to instantly label a crime as being done in a certain way.
