if you think that paypal account with frozen money on it has a good value, you are mistaken.
- that paypal acc is sticked to some name & sirname
- so w/o that person's own bank account you can't withdraw those 20$
THAT MEANS - 20$ CAN'T BE SPENT NEITHER BE WITHDRAWN FROM THAT ACC
