Most people tend to use mIRC http://www.mirc.com/ it's a really good client, so is Icechat, hydrairc and xchat.

Upon downloading on any of theese clients, when you open them, type in the text input bar on the client (wherever it is) /server irc.toribash.com

then do /join #evil
