I think you should put whoever has the most amount of tourneys they placed in ( came first or second in) at the top if they all have the same number of points.
You might have a system already but just thinking this might work 
e.g
person x : 10 points came first two times ( 6) came second four times ( 4 )
person y : 10 points came first three times (9) + ( bouns 1)
person x has come 1st/2nd(placed) in more tourneys then person y
person x will be above person y
oh its cool if you don't use that idea though you guys can think of something else if you want to lol
