The name 'fish' is taken. So you can't get that name. If it's two active users wanting name changes, then they both pay. Otherwise you cannot simply take another users name.

There will be conflicts esp. when sending items, PM, TC and many more.
The conditions are, the account has to be unused, inactive for at least 3 years. It's better just to pick one which isn't taken.
