Well, pulse just needs active members, both in-game and on the forum. From what I can see they are either one or the other. Its hard to find people that are devoted to both and are consistent with their posts. Also, I think RD has a lot of forum active members and it will benefit Pulse greatly, for they are a high quality in-game clan. I don't know why you wouldn't agree with the merge, it will help both clans massively and get the new clan ofiicial.
