At the moment, both. Otherwise it's hard to keep a track of the inactive ones to clear out.

At the end of each month there's about 6 or 7 dead ones and 1 or 2 who forgot to pay. I don't charge them anything if they're about to apply or something like that. I'll try to get it updated tomorrow.

It wouldn't hurt to merge the two posts for convenience.
