there is a problem , the differents between yours and war-heros replay ist just , that you got the highest speed in the same frame where you got the hit , war-hero few frames befor it comes to the hit
so, where is the problem ?
i edit the replay on frame 368 i do the same moves as you after that , just that i move uke that your tori doesnt hit him. the finish product is 68. on frame 366 (against your 71.98 )(the dms comes one frame later) edit below this post.

it could be still a record but im not sure.
