At a guess, I would say it has something to do with the appointments?
The time limit is due to there being an opening in the treatment thing, probably because someone... Canceled? in America, and all the others are full
Although, in truth I have no idea
Also, the first point - the UK has equiptment for some form of treatment, but because he's a young child and radiotherapy is damaging, they're looking for alternatives
The damage would be worse than normal due to the affected areas - the spine and brain
