If you make something that is not a blatant copy of something else, it is yours. It belongs to you. You might not have money or layers to fight for it if someone 'steal' your design, but you can at least plead rights on it by giving a proof by having your original work in digital or material form, doesn't matter...
I this case artist has a full right to sell his work if you don't agree to buy it, and if its not a 1:1 copy of the set you will use. You can't plead to mods or admins to restrict that person to sell his work. So, don't expect that ppl will not sell their work if you say NO to their designs. Just forget about it.
It's like you are saying that every set that belongs to 'random set' category is a copycat of your set? Where is logic in that?
So, artists, don't pay attention to these restrictions, do your work as best as you can and if it gets rejected sell it because you have spent time and effort on it, you have a right to compensate yourselves.
I believe you're retarded or you've lost the ability to read due to the fact I removed my rule saying that and I also said that I would buy the rights to the copycat sets so please don't make useless posts here making stupid accusations and try to rally up some viva la resistance shit with artists because I already removed my rule. Django, Other than please read before you make an ass of yourself if you would like to here the logic behind my previous rule I'll tell you if you PM me but seeing as I removed it a day or two ago you shouldn't need to worry about it.
