No it shouldn't. Force spectating someone for getting a decap with a decap opener is quite illegal, as it is not legal to have soft rules in a bet lobby, or other things of the sort.
Also, completely supporting this. This would clear up quite a few of the general reports for issues like these.

Also, why shouldn't the person get the tc directly after he decap anyhow?
