Yeah it's only once in a while we get a decent application, ones that don't follow format are straight up ignored or denied. But usually I look for whether the person has the capabilities to be active because I don't want to go through all the work of kicking people 5 days after they join. So ones that I'm skeptical about I ask them a question and if they don't respond I assume they can't be active so they are denied at their own hands xD
