Well from a friendly outsider of this clan i believe you should kick him

First issue! He is asking too join another clan, just that thought deserves a kick

Second issue! He is a very toxic player, bad rep for your clan.

And third! If he has the time too rage and other players for pathetic reasons, he has time too do something for the clan. But he seems like he is just sitting there doing nothing.
