Re-applying is absolutely allowed, you can re-apply in 1.5 weeks MINIMUM. If you apply before that deadline, you will denied without your application being read.
Just a quick tip: Please make your Application significantly longer. 2WC posted an example of exceptional applications, make that the quality of your app.
