It's your tourney, you decide if we allow Meowth, I'll only say Meowth is pretty powerful compared to other starters
riolu, eevee and Axew are also pmd starter...
i'd say only the starter from the main game serie (including pikachu from pkmn yellow)
i am so unlucky .________.
i mean i didnt play as good as i could (due to rust cuz i havent played for a week or so) but still.... i miss everything that you could miss
