It's pretty simple guys, I don't know why it's being over-complicated.

basically the idea is first: you have open servers and allowing people to rank up.

then you do elo restriction come day 10..you do it in a way so as to split the population in an even way.

you split it further in day 20, using the same idea.

the problem with what gms did is that they set arbitrary elo and didn't take player's population under consideration.
