no that's literally the complete opposite of what i just said. You MUST have put SOME form of your own effort into whatever you submit. Collabs are allowed. NOT paying someone to do your entire entry. Even if you did provide the right citations without any of your own effort in it it is considered invalid.
When has paying someone to do your entry ever been allowed in any GM event that didn't specify so in the rules.
