Well, there are many alternate methods, and i rarely bother drawing the 90% of the dragon that isn't head and neck (partly because i only have a good method for the head), but anyways here's how i'd do:
draw two circles for the head and a wobbly line for the neck
sketch the outline based on that
plop down the main facial features
spiky head details and a punchable facial expression
neck details
draw over it with a black brush and silently berate yourself for how much you fucked up
