The most they can do is put you on a watch list, which basically just makes it hard to do stupid things outside. If you smoked in your house and they see you high outside, they literally can't do anything unless you have the drug or paraphernalia on you.

I don't get why people sketch when they're high. The worst that you can do is get denied a job because you forgot to drink tea this morning, unless you're stupid and smoke in public. If that's the case, you deserve everything you get coming to you, because you're too lazy to go somewhere private.
