I believe the attack was meant to achieve several things. First, to retaliate for France's earlier airstrikes in Syria. Second, to sow more mistrust and hostility toward Muslims in France (and West in general), as feelings of alienation and animosity will push more Muslims toward radicalism, driving up ISIS recruitment and damaging the unity of Western nations. Third but not least, to provoke Western nations to send ground troops into Syria so as to fulfill Hadith end-times prophecy of Muslim armies defeating "the Romans" (West, according to ISIS interpretation) on the plains of Dabiq, which is in Syria.

France or other Western countries should not send their troops in. Continue to use drones & jets to take out ISIS operatives as well as arming/training/supplying regional opposition groups, like Kurdish YPG.
