Who says they cannot? Make robot that makes decision based on environment, experience and some random just like a real motherfucker and it will decide itself to kill or not to kill. Make it's goal to kill humans and breed more robots, it's ready to set.

But every code relies solely on decision making, based on inputted situations, for a code that tackles every situation, it would not only take forever, but it there would always be a loophole around it that humanity would have more than enough time to work out
