If you're drafting something that's going to be released to the entirety of the community, wouldn't you want to allow people who are genuinely interested in looking at it actually see what's going on and offer their opinions?
I see your argument, more opinions - more success kind of thing.
But at the same time, too many chefs spoil the broth is definitely a phrase that applies here. Opening it up would also result in more pressure than there already is, so another rushed system would probably be released, probably creating more problems than it solved
