If they keep accepting applications after getting a mass amount of applications already, then they will never get finished. They will probably include new applications in the second or third batch of recruits, since that is what would make sense. Its only fair that those who were punctual about getting in their application be reviewed first.

This is only my own speculation to it though, I'm sure someone from ES will come and give you their thoughts soon though.
