A good example of a under moderated forum is the replay board, read the rules for yourselves they're just shitty which (i'm guessing) is why people don't even give real cnc anymore, the rules are so lenient you could basically shit post and post farm all you want.
demanding high standards from replay posts would be a great way to kill an already scarce part of the community by discouraging people to post. generally, activity generates more activity. usually only people with atleast a bunch of months of replaymaking under their belt are able to give actual useful "real cnc", and it's not very rewarding to walk that road if nobody is allowed to encourage you to make replays. some people play the game for fun but other play the game to climb the ranks, which is a reason just as valid as any other.
i think a lot of people underestimate being encouraged when it comes to replays, years ago when i made replays every day i loved having people post in my thread because it encouraged me to make more replays, but i rarely took into consideration what any of the posts actually said.
i also think it's worth mentioning that the current format for CnC, which looks somewhat like this:
"opener was v
2nd part was w
3rd part was x
pose was y
z job!"
..was created after higher quality posts were demanded in the board. so people decided to comment on replays chunk by chunk to make it look like they were trying, which actually decreases the quality of the post in my opinion because it doesn't take into consideration things like the transitions between parts, and the scope of the entire replay and how every part comes together as one. they will also fill in the blanks with anything, including "average" or "ok" just to fill in the format and have what is considered decent cnc.
