Smoking, and the amount the american populous does it poses a danger to a large protion of the populous, making it a threat to the American people and by extension, America - not only that combatting the negative effects of smoking, i.e. health and people missing from their jobs also poses a threat to the us economy
So yes, smoking is categorically a threat. That is not word play
