They don't go through the 'whole' application process. These killed clans only have to hang around for 1 week before they apply - regular DSC clans require 5 weeks. Why was this 5 week rule made in the first place? Because it's impossible to judge a clan on so little content. You can't assess things properly over such a short amount of time.

Aside from that, OP doesn't specify whether these killed clans need to pay 50k. You can say 'the WHOLE application process', but it's obviously not the whole application process when these clans only need to hang around for 1 week. So clarification on that point would be good.
