We can make an assumption and guess it's the same person that's running the Facebook page (as the FB page has some of the same pictures). We know SkulFuk runs the FB account, so if that assumption was correct, he runs the IG page too.

Apparently any ol' admin is free to post on the Facebook account (Icky did). Maybe the same goes for the IG account. Icky is younger and more hip than Skul, so I'm revising my guess. Icky is the cat posting in IG right now (but not always). Final answer, locked in.
