Let me just note that you can easily do that with F12 if you play Toribash on Steam, and there are others easily obtainable software that can assist you with recording/screenshotting like Razer Cortex.
Where I'm getting is: screenshotting couldn't be easier than it is now and people who forget to do that clearly don't care enough to collect evidence for their case. Devs are not responsible for stupidity of people.
I am not saying that this feature would be useless, but Toribash surely has many more improvements that has to be implemented and CAN'T be overcome with 3rd party software. Things like that are just waste of devs time as they already have very limited time to improve the game from what I've heard.

EDIT: Let me also note that such feature would have all sorts of problems and would be a pain in the ass to implement. OS might easily recognize such feature as spam/threat spreading software and block it from any usage. Overcoming such things would take A LOT of developers' time that could be used to further improve the game.
