Done a small research, the official prices of the Tori Team hats had never been lowered in the Shiai Tokens shop - each one were always sold for 20 Shiai Tokens.
As for the Toricredits prices, they were only sold due to the demand/rarity ratio and are the unofficial prices for the Shiai Tokens items yet are the official for overall, first were sold at 50-60k and then it got higher as some members are not selling the items - collectors or people who planned to have the item for a long term, that is not counting some of the bank account that have the items in order to stock the shop(MagicalSack).

Tl;dr - ST price is always 20 ST per item, people want to get it for TC since TC is more accessible and easier to gain, unlike ST which are obtained only by winning events and tournaments that are hosted by the staff members or sponsored events.
