And Forum Based staff occasionally sitting in rooms and answering basic questions is not enough. An individual unit is needed to develop the grassroots, participation level of the game.
And how do you know who is joining for the perks and who is joining for the sheer want to help the community. Anyone can write a fancy few paragraphs explaining how they love the community and what to give back, but who says it is true? Sounds like more assumptions to me.
The ToriAgents agenda was the same as the Help Squads ingame agenda now, yes that is true. But that was their only job, they didn't have the included agenda of forums business to worry about, meaning they were the right people for their specific job, and their specific job only. Call it what you want, organise it how you want, but an individual unit to deal with the new members of the ingame community is absolutely necessary.
First of all, you can do this by checking it yourself, but I can assure that every HS member (the only exception being Butler) has ~10 000 qi. Say what you want but that is more than enough to teach anyone basics of Toribash even if they don't play as much nowadays.
As a HS member I can assure you that no beginner wants to be guided and taught how to do what, and generally it is hard to start a conversation with them in the first place. Beginners have a lot of questions and we can guide them to various threads that can further expand on points like game mechanics, learning, etc., but the way a game is set up we can't really guide them and show them moves and such unless it's a one-on-one situation. HS do have enough knowledge to answer every beginner question and that is enough in terms of beginner supervision.
If you want Unibash back that's whole another conversation, but ToriAgents wouldn't change anything whatsoever.
