Help Squad starts with 100 AP (Attention Points). 100 AP means they have maximum Job Performance.
The Help Squad has two types of duties right now, TS (Toriagent Shit) and NTS (Non-Toriagent Shit).

Lets say that TS makes up 40% of what HS does and NTS is the remaining 60%.

Their AP is split 40/60 between the two tasks.

The Job Performance for TS is, because of a relative lack of care and attention, now 40% of what it could have been with maximum AP. Similarly, NTS also suffers a big loss in Job Performance.

THE CONCLUSION:
Have two staff groups. Get rid of all the Toriagent duties that HS does and form the new Toriagent squad (maybe with a directive to organise a new Unibash system). You will now have two teams dedicating 100% of their focus to their respective tasks, resulting in better performances.
