This has always been true. As i said, you get the achivment if u own the items separately or as a pack.

They were more expensive back in 2010, but nowadays they are worth 1 2 k(the commoun ones). Same happenend with several 3d items(for exmple spiky went down from 50k to 5k in torishop)
I bought an unpacked gladiator set to test though and it hasn't given me the achievement? It looks like you only get the achievement when you unpack it still.
Also not interested in selling Shraks and want a bit more for hand trails
