This is a result of Steam (or you) locking down your Toribash folder to read-only. Check data/script/clans for clans.txt (+ clanachievements.txt and clanlevels.txt) file, if it isn't there then game client can't download it due to messed up folder permissions.
Rolling out an update that wouldn't throw this error but just prevent you from opening clans ui.
