The situation is that Team B isn't fully active. Let me contextualise this with a real example.
Aeon (Team A) has 15 members, meaning 8 members need to be ingame active for full points (since at 50%, you get full points). Parrot has 37 members, this means they need 19.
Parrot could have 16 people active ingame, twice what Aeon needs for full points, yet Parrot wouldn't get full points for activity in this system.
With my revision, Parrot would get full points if they get 8 members active ingame. Lionet put it well here.

It's about what we're all contributing. So what if a clan like Aeon is more proportionally active than a clan like Parrot? 'Active as a whole', as sir put it, is irrelevant. What
is relevant is that both clans are active. Give both 45 points.

I'm not opposed setting a minimum of say, 5 active members, but only if that's set in conjunction with my revision (else the situation I described earlier still exists).
Alternatively, we set the minimum at 5 active members and that becomes the SOLE calculator of the 45 ingame activity points. If clans have more than 5 ingame members they get the 45 points, that's that.
This solution would address all issues I have.
