Qualifications should not depend of ranks. Even a noob can get rank one if he plays on a daily basis in ranked servers.
There were three seasons of ranking to qualify for participation, World Championship was announced with Season 3 almost a year ago (

We're sorry if you couldn't play 10 games within a three-month span of any of those seasons, but qualification criteria isn't going to be changed.

Season 1 wasn't included because that was both a test season and ended over a year ago. Anyway, your main account that you participated on is still banned, so you wouldn't have received an invitation and had to apply on regular terms.
