You don't need hair for a texture set. If you want hair you can always buy them from torishop. There are currently 3 styles but more to be added in the future. Also hair colors can be bought too from the colors option in torishop.

@hamza135: Yes, to get full set achievements, you now need all 17 items from that specific color.

There's no separate achievement for hairs.
He was asking about the full set achievements (full orc, full elf, full demon, etcetera) and if you needed the hair color to get the achievement, since hair colors are a part of colors now.
