Statistically, smoking kills more people each year than Islamic terrorism. I don't need a study to agree with you on that as it's safely assumable. However, you're making a mistake. The level of a threat should not be determined by its current state, but its potential.

As you can see, smoking has diminished overtime and is continuing to. This is due to a number of factors, with the likes of increased cancer awareness, rehabilitation centres, trends and general social progression. Not to mention the price of cigarettes, which is going up and up.
Islamic terrorism has so much more potential.
It is a threat to the Western world, how can you say that something that kills so many people isnt a threat? The terrorist threat has a far smaller impact the the general populous of America than smoking, ergo smoking is a bigger issue for the American populous.
Can you show me a corresponding graph for terrorism since the year 2000?
The reason smoking is diminishing is because it has been focused on, as you can tell we are far from solving the issue and a lot more needs to be done, to the point where it is currently far more damaging to America than illegal immigrants
What makes you think Islamic terrorism has "so much potential" that you think its possible that its death toll will increase by factors of 10^5 and catch up with the death toll from smoking in the foreseeable future? This seems pretty far fetched to me
