He is just making an example of being more strict on apps. Before we were much more lenient and now we are becoming stricter on the rules and who we allow in.

tell me this, name all the people you know in the clan off in your head, they all most likely had stellar applications and now we keep them around, the majority of the people we don't know about didn't really have good applications. the better your application, the better your devotion to the clan.
