If it's not saved as an animated GIF then it won't work. Some browsers should support animated PNGs, but they're crap & don't.

Depends on the program your using. If it's just a web browser & your downloading it then by rights it should save animated. If it's an image editing program then you'd have to tell it to save it as an animation when you save.
