Update: Met him ingame and he seems legit. I am aware of his past history and is willing to make an exception unless Beta opposes. Until then he will be put on a trial basis.

I am okay with you making clan decisions while Beta and I are away. If we feel otherwise we will bring it up to the clans attention.

I'm assuming you are but that rule saying you can't change your roster isn't very specific, so I'm not sure.
