Can you offer to buy someone a game of their choice on Steam for $20 and then in return get 200k TC for example?

To me it seems like it wouldn't really be account selling since you're gifting them the game and it doesn't require any accounts to change hands...

No, it's not selling accounts. When you gift someone something it's like sending a box in the mail. Nothing is traded. And $20 is $20 and that's 200k TC.

The trustworthy part is what I'm worried about the most.

100% legal. As long as it's not against the TOS of the game itself, I.E Minecraft prohibits any distribution of the .minecraft folder or its contents.
