Fear, the main minecraft site itself provides an .exe for starting a server.
Here is the latest version.
Put it in an empty folder and run it, it will create all the needed files and stuff, and will open the server console where youre managing the server in terms of banning, kicking, setting time and whatnot.

Note that you'll have to type exactly like i did above. Obviously without space before the first character.
