The cel shading set is viewable to all when active. And I'm not sure what you mean with your second statement.

I'm pretty sure it'd be difficult to only cellshade a tori if they have certain items active. That'd be something up for the devs to make, not any forgers. I think it's pretty cool. Wonder what only having a cellshaded arm would look like, could potentially make something interesting.
