With gimp(And alot of other programs like it) you can have layers, the layers go into one layer if you export it into a jpg/img but if they save it un exported then you can still see the layers if you go to edit it, so you could remove people/add them back any time you like.

Just lost my pet dog, had her for 6-7 years.
