No, they're not. 7 P.M. +3 GMT would mean 4 P.M. if you were to live in London. Meanwhile, 8 P.M. +2 GMT would mean 6 P.M. if you were to live in London. Anyways, I've asked both MrSofty and Trestet, and only MrSofty has responded so far:

I guess the match is supposed to be played at 7 P.M. +3 GMT (or 4 P.M. standard GMT) then.
