Since if it is a raffle there is a chances for random player who may happen just sent an app for fun (e.g. hi my name is X i am X belt i am mature so accept me as Smod XDXDXDXD) would be chosen rather than the noteworthy member who has experience on modding a certain board and have a certain level of knowledge and activity.
