Can't install package in pip? this is what I did
regedit
Control>FileSystem>LongPathsEnabled


Change Value_data to 1 ; set base as Hexidecimal

Done.

Story:
I could install scikitlearn, but was able to install matplotlib, pandas, and numpy. I did this and it worked... for me at least...

Maybe try relocating installation path in shorter path might help too
