Here's a riddle for you guys: if you live in USA and have no money of your own to raise any more kids, what do you do?
You make more kids, of course!
Other people will have to pay for their upbringing - and some slack will surely drop into your pocket as well! Pretty swell!
It seems that nowadays our system is pampering, and cherishing, the incompetent and the selfish. Meanwhile, responsible people who value the notion of "if you can't take care of it, don't get it" are getting shafted, and are slowly dying off because natural selection in our society doesn't favor their kind.
When a couple can't bring up their children on their own, the money doesn't magically appear - it is given to them by the government (our group stash, so to speak). Now....If it becomes the societies job to pay for these kids, shouldn't that society have the right to stop those parents from producing any more? There is no gentle way to go about it, especially if the parents don't comply and keep popping out the units. Possible solutions I can see:
1. Cut off all government support for families with over X number of kids.
2. Posit an ultimatum: either they become sterilized or get deported.
Neither of these solutions is pretty, but something has to be done.
I'm sorry, but having a working dick and uterus shouldn't be enough to support your life in a society. When that is the case, something is not right...
So, therein lies the question.

China has got a solution: instead of getting paid, you have to pay fee if you want to raise more than 1 child. Though, looking at their population, some doubts about the effectiveness of such system appear

Except you missed my included stipulation, that only after certain number of kids would this take effect. That would cover freak accidents, but not people who have an 'accident' every year and obviously intentionally exploit the system.
Don't know how many of such families are in Australia, but i can tell you there are a lot of them here.
