i was roaming around the art board for quite some time now and was wondering what exactly is a vector, how its made, and what programs are used for them, do i need to pay for the program etc... etc... just all you know about them please.

ya i read the wiki and i get that.... i know what they look like but hows it different from other types of art and how do i do it? links please?
